June 2012: In a heated judicial race in North Carolina, courts have ruled that public financing cannot make up the difference in financing between two judges, usually guaranteed the same amount of funding from the public during a campaign. Now one candidate, funded by a conservative super PAC not required to disclose its donors, has a large spending advantage in a race for a supposedly "impartial" judicial seat.
